Changes to BSCRA Rules for 2010

The following changes were voted in
1 (Proposal A2 amended) -
Drivers
results achieved by drivers up to and including 15 years of age on 1st January
on the championship year concerned will not count for promoting them to main
grade (and lower grades) except the winner of the National
Production championship will be moved up to the Intermediate grade, whatever age
they may be.
NOTE The qualifying rules for promotion to premier grade remain the same
whatever the age of the driver.
2 (Proposal B5) - Competition rule 2.7 shall read "Each Area coordinator shall arrange at least two race meetings for these classes among its members to decide its qualifiers for the Formula 1, Sports/GT Saloon and Falcon Production classes and shall inform all interested members of such arrangements at least 21 days in advance of the first meeting"

The following changes to BSCRA rules have been proposed. Could members please give their votes to their Area Co-Ordinators, the Area Co-Ordinators . Please give your votes to your Area Co-Ordinator by 21 February 2010. (Please note Area Co-Ordinators must pass their area vote on to the BSCRA Secretary by 27 February 2010.)

PROPOSALS ON DRIVER GRADING
| Proposal A1 - The
existing 4 driver grades shall be reduced to 3. Premier and Main grade remain,
but Intermediate and Clubman shall be combined. NOTE This will mean that all the drivers now eligible for the Nationals Intermediate Saloon final will now be eligible for both this and the Nationals Falcon production class. |

Proposal A2 -
Drivers

Amendment 2 to A2 - The age limit will up to and including 14 years of age, not 15. PROPOSAL S ON 1/32 NATIONALS REGULATIONSProposal B1 - In classes 1, 2, and 3
(F1, Saloon and Sports/GT) the Main grade Final will be for cars powered only by
Falcon motors Proposal B2 - In class 3 (saloon) the Intermediate Grade Final will be for cars powered only by Falcon motors NOTE - if B2 is passed, the Intermediate Grade Saloon Final will be for Falcon powered cars instead of Group 12 powered cars. Proposal B3 - In classes 1. 2 and 3 there will be an Intermediate Grade Final for cars powered only by Falcon motors Amendment to B3 - in classes 1 and 2 there will be an Intermediate Grade Final for cars
to the existing open class rules Proposal B4 - BSCRA shall arrange a separate National Championship event only for Falcon-powered cars in Sports/GT, Saloon and Formula One configurations. This meeting to be open to all BSCRA members. Amendment 1 to B4 NOTE if B1,B2,B3, or B4 are passed the Council will make detailed arrangements to make it happen. |

Amendment to B5 The Area meetings shall give competitors the option of running Falcon powered cars in all classes.
Proposal B6 - Scale colours/and logos in F1
shall be recommended rather than compulsory for the 2010 Nationals and
subsequent events. |
If passed, proposals will come into force for the 2010/11 season - that is after the 2010 Nationals (except for B6).
This is the final list for voting, it includes all the amendments put forward by the 1st February 2010 closing date.
It is also worth mentioning that BSCRA Council members and other officials are appointed each year (except for the magazine editor who is appointed for two years). Very often the existing Council member is the only candidate for their post, so they are reappointed unopposed. However, other BSCRA members can be proposed for these posts. If there is more than one candidate for a Council post, then an election is held – and all BSCRA members have the opportunity to vote.
I should point out that there is a lot of work for officials to do, so the posts are only suitable for people with the time as well as the enthusiasm to do the work. Some of this work will be obvious to members but a lot of the work needed to run the Association takes place “behind the scenes”. Anybody who is thinking of standing would be well advised to find out more about what’s involved first – this might best be done by contacting the Chairman, Secretary or the official currently in the post. Nominations for candidates (proposed and seconded by BSCRA members) need to be received by the BSCRA secretary (Chris Frost ) by 20th February 2010.

Original request for proposals
BSCRA members are welcome to propose changes to BSCRA rules.
This year BSCRA is in the middle of a two year freeze on car and track
standards. (You may remember that BSCRA members voted
for this in a postal vote in the summer 2004) However
if there are any other changes you’d like to put forward, please talk to any
member of the BSCRA Council. The proposal needs to be
endorsed by a BSCRA Council member and received by the BSCRA secretary (Chris
Frost ) by 1st December 2009. The proposals
will then be published in SCRN so all BSCRA members discuss and vote on them.
Perhaps I should mention that the 2 year rule freeze doesn’t apply to adding new products to the approved list. Nor does the freeze apply where an existing rule is unclear, and needs an interpretation. The approval of new products and rule interpretations are organised by the BSCRA Competition Rules Committee (Chairman Ian Fisher). As most of you know, new bodyshells are added to the approved list several times a year.
